Hull's Clucas, who was transformed from a winger to a holding midfield last season, has been the subject of a £5million bid from Burnley. The offer, however, was quickly rejected by Hull.
After Leicester released him for being to small at the age of 16, Clucas rebuilt his career at the Glenn Hoddle Academy in Spain.
The midfield player was a key player for Hull last season, but he could not prevent his team's return to the Championship.
The English side are looking to spend the £18.5m they earned from the sale of Andre Gray to Watford.
