The idea of closing the window before the start of the new season was discussed on Thursday during a meeting involving all 72 members of the EFL and the feedback was overwhelmingly positive, with a formal vote now set for February 2018.
Managers are thought to be growing tired of trying to juggle the start of a new season with the demands of putting the finishing touches to their squad.
At present, the transfer window across Europe remains open until August 31, though Premier League clubs have already voted to close their deadline on the Thursday before the start of the new season.
It is unclear when the EFL window would close, with the EFL season normally starting a week earlier than the Premier League but it is thought that the proposal would still see loans allowed until August 31.
Following the meeting, chief executive of the EFL Shaun Harvey said: "Today was all about understanding a direction of travel in what is a hugely emotive matter, not only for clubs and managers but supporters as well.
"The clubs have been clear in their mandate and we will now go away and look to develop a set of proposals before moving this matter on to the next stage, which would be a formal vote in order to change our regulations."
